NETLS News Update and Funding for Systems 6/29/2011

State Library and NETLS Budget Issues

 

By now most of you have read the long letter from Peggy Rudd regarding state library funding.   If you have not taken the time to read the entire letter, please do so.  The realities of state library funding will affect all libraries as well as the NETLS program.   It's better to be prepared than to be surprised.

 

The Future of Consulting & Continuing Education

 

As Peggy stated in her letter,  the state library will only be able to provide a minimal level of funding for the systems program.   In a previous letter released to systems last week, Peggy also states that continuing education will no longer be a function of the system office.  Effective September 1, 2011  NETLS will not be able to provide workshops with system funds (see attached).    The state library will be coordinating all CE.  The TANG program is expected to continue in SFY2012 with few changes.  If you do not have a current technology inventory or plan, contact me or Jerry Brock as soon as possible.

 

Due to funding reductions, we have been asked to revise our plan of service we submitted in April to include only core services, excluding continuing education and special projects.   Over the next year we hope to point you in the direction of services that will continue after the NETLS System program has been eliminated.    These services may be provided by TSLAC, TLA, ALA or by projects in other states or nonprofit organizations.

 

In SFY 2012, we would like to help libraries establish regional support groups that would foster the sharing of information and services.   I would envision regional groups of libraries that meet regularly to share ideas, best practices, expertise and services.

 

For now, we continue our commitment to help libraries find savings through  E-rate discounts and our  list of supply discounts on our website and to provide continuing education through August 31 of this year.    Our CE Calendar includes the following workshops through August 31:

NETLS Updates & Information 4/13/11

Changes in the NETLS Office …

Effective Monday, April 18, Jerry McCulley will step in as Coordinator.  You may know Jerry for his technology expertise or as a general library consultant.  Before coming to NETLS Jerry was the director of the Rusk County Library in Henderson. Jerry also has experience as a children's librarian and special librarian.  In addition to being NETLS Technology Consultant Jerry has served as Assistant Coordinator for four years participating in all NETLS activities. 

 

I will begin a new position, Assistant Library Director for Garland on Monday.


In light of the current uncertainty, in particular for SFY2013, I ask you to review services offer by NETLS or TSLAC that you rely upon and use the coming fiscal year to shift this reliance to your local community.  

 

News of TexShare Databases…  the fee for the coming year will be increased 35% over last year.  Gale's InfoTrac Newsstand and Health and Wellness Resource Center with Alternative Health Module were not renewed. All other content in the core has been retained.

 

State Budget Issues

Stay up to date with legislative issues impacting libraries with TLA's Texline.  Use these advocacy resources to respond to local, state and national issues.    Use ALA's advocacy publication, Libraries: The place of opportunity, for analysis of current and recent issues.

 

The House has finished its budget, the Senate budget is almost complete.  The next step is for a joint committee to take these two budgets and draft a single budget.  It looks very grim.

A possible bright spot is that if the state budget be larger than first proposed, several library items are on the House wish list – among the items is some funding for Lone Star Libraries. Here is that contingency list.

 

Also of interest to libraries is this proposed House Bill that expands the use of 4B funds for library building and development.  HB 3283(Guillen): Relating to the authority of certain development corporations to undertake projects with respect to community libraries. TLA supports this bill and thanks Rep. Guillen for his support of libraries. Last Action: The bill is scheduled for a hearing in Urban Affairs on 4/13/2011

Book Pricing (Nonfiction adult)
Yankee Book Peddler (a B&T company) continues to analyze sales of nonfiction adult books.  Based on their review plan they note overall titles per Dewey area and average the price.  If you are have to value your collection or are planning to develop nonfiction collections try this chart ( .xls from September, 2010).  Here is a list of trade publishers (.xls) with the number of items published and their average cost.

These CDs have a limited lifespan.  They were distributed to NETLS member libraries last spring and summer and have an end date of May 31, 2011.  If you aren't using them, please do!  If you are using them make sure you take them out of use on the end date.

TLA Webinars

TLA offers a variety of webinars.  Some of the session are premium sessions for which there is a fee. TLA also offers webinars that are free to everyone, even nonmembers. Visit the TLA CE page for course listing.  Note the link to archived webinars (on the left) the archives contain free and premium ($35) webinars.  Upon completion of a webinar generate your own certificate of completion by clicking the CE Registration and Credit Certificate link on the left to access the account information you provided when you took the course.  The certificate appears on the browser screen and can be email to yourself.

Quick updates 3/30/11

I’m getting a lot of questions on the TSLAC budget for the coming year.  Remember TLA is your advocacy agency for libraries.

 

1.        See their recent posting  requesting support for the following before Friday’s debate.

 

Support Library Amendments to CSHB 1 
Protect funding for library programs

Funding for statewide library programs is in jeopardy, and we are at a critical point in budget deliberations. The Texas House will consider a budget proposal. While this budget draft restores $2.5 million/biennium for TexShare,  funds were not restored to Loan Star Libraries and the K-12 Databases.

It is IMPERATIVE that all library supporters contact their representative and ask them to vote in favor of three amendments which restore some funding to library programs.

·         Amendment by Anchía to appropriate $1.5 mil/yr.  to Loan Star Libraries

·         Amendment by Gutierrez to appropriate $2.5 mil/biennium for the K-12 Databases

·         Amendment by Gutierrez to appropriate $2 mil/biennium to Library Resource Sharing

 

2.        It is annual report time.  We’re here to help as needed.

 

3.     Can’t make it to TLA?  Check out Information Literacy from Birth to Earth: an Unconference.

Unconferences are the latest thing in library conferences.  In unconferences, participants create and manage their own agenda of parallel working sessions around a central theme.  This year, at the Texas Library Association’s unconference preconference on April 12, librarians of all types will discuss the theme “Information Literacy from Birth to Earth.”  Attendees will address solutions to improving Texans’ ability to find the information they need, whether preparing individuals for higher education, improving their research skills, preparing for careers, or life problem-solving.

4.        I recently asked NETLS area directors to complete an online survey to identify the most important TSLAC service and the most important NETLS service.  The TexShare Database program was the TSLAC top selection with 46% of responses, ILL came next with 18% of the selections.  Of the NETLS offerings In-person training and gatherings had 35% of the responses,  On-line training followed with 22.5% of the responses.  Over 86% of the respondants said they agree that a program of accreditation should continue.

Dear Members,

First and foremost, I want to thank you for your patience. I held back on a public statement on the recent decision by Harper Collins to restrict the lending of e-books until the Equitable Access to Electronic Information Task Force (EQUACC) met last week. Please know that I heard your voices of concern about the impact of additional costs on your libraries and ability to meet the needs of the communities you serve. A press release was issued today that speaks to our shared alarm at announced and potential limitations to the access to knowledge, information and the creative written works of authors in the electronic era. We know that libraries are essential to an informed nation and therefore our democracy. I have been and will continue to highlight our commitment to access in every media interview I give.

As an outgrowth of EQUACC’s working retreat, a website will be launched within the next week. The site will allow you to provide your comments and ideas. The site’s availability will be announced using the many ways we have within the association to “get the word out.”

I want to express my thanks to the task force members, the representative from the E-Book Subcommittee and staff of the Office of Information Technology and Policy. Their collective efforts to tackle this complicated topic and provide a means to reach out broadly to our members and organizations affiliated with ALA are important to our being informed and taking wise actions.

I also wanted to give you the heads up that equitable access to information and e-books will be the subject of the first virtual Membership Meeting. The meeting is scheduled for June 1. More information will be forthcoming as we get the plans in place.

Congratulations to Shala Stone, of the Rains County Public Library! Shala was chosen from a pool of 13 applicants for the District 5 Annual Conference Scholarship. This is a $300.00 award given to a first-time attendee of the TLA Annual Conference.

TLA Webinars

TLA offers a variety of webinars. Some of the session are premium sessions for which there is a fee. TLA also offers webinars that are free to everyone, even nonmembers. Visit the TLA CE page for course listing. Note the link to archived webinars (on the left) the archives contain free and premium ($35) webinars. Upon completion of a webinar generate your own certificate of completion by clicking the CE Registration and Credit Certificate link on the left to access the account information you provided when you took the course. The certificate appears on the browser screen and can be email to yourself.
